Add twitter on blog and blog post questions

Sorry to ask this question but I never use twitter.

When you see a twitter button on a website index page, usually something like
follow us on twitter. Does it mean when I click that button, I will be follower of that site and will subscribe to their tweets?

and another question

When you see a twitter button on a blog post, usually at the top near the title or underneath the post, usually say something like tweet this or re-tweet or something like that. What does it do?

    Yes but you will first need a twitter account and you will need to be logged in. You will be taken to that persons/companies twitter page where you can choose to follow them. You will then be subscribed to their tweets.

    This will let you post a short message (140 characters or less) - a tweet - to your twitter account about the item that you are tweeting.
