Has anyone filed one as a buyer and if it escalated to involve Paypal if they find in you the buyers favour are you refunded even if the seller has a negative balance?

    If it goes in your favor, they will still refund you regardless of the seller's paypal balance

    It's faster to just give them a phone call. I did it for my last dispute and they took care of it in less than 10 minutes

    Browse around the "contact us" page to find the number. Not sure if there is a local number for every available country. So, your phone company might charge you a long distance call fee

    The buyer can't win a dispute for a digital download.
    If the seller put the words digital download when escalated the buyer loses.

    Buyer protection does not cover digital goods.

    edit - From paypal website under buyer protection:

    PayPal Buyer Protection only applies to PayPal payments for certain tangible, physical goods that can be posted. Payments for the following are not eligible for re-imbursement under PayPal Buyer Protection:
    • intangible items
    • services

    I just read the policies page on PayPal and there is one catch. If the buyer pays with a credit card, they can file a dispute with their card company and bypass PayPal.

    I just got my money back after buying a website from someone who did not deliver. Even though it is a digital product Paypal found in my favour. I simply sent them the emails and all proof.

    It took a long time compared to other disputes, after waiting a week, i escalated it to a claim and it usually takes another week to resolve but it took three week. Paypal sent me an email once a week to keep me informed that they were still reviewing it. Luckily they found in my favour.

    They do offer refunds for digital products as long as you can provide proof.

      No Tim is correct paypal will never refund anything they deem as a digital product as it's against their terms and conditions as pointed out. I'm guessing they refunded you because a website you can track and proved you didn't get it.

    No is the answer Steve. I have a couple of largish refunds pending from years ago where the seller did one and emptied the attached bank account. Paypal say they keep all refunds on file and at such time the seller has funds they'll pocess the refund. However there is a caveat to this in that I used a debit card to pay which offered no cover. If you used a credit card you can as stated intiate a charge back (although some only refund over a certain amount).
