solo ads quality... whatta...?

I need your help again.
Sorry if the question is too basic/stupid/ignorant/etc. But I will ask it anyway.
In the last few days I've been looking for good solo ads offers here on WF and I found something that confused me...
Same people offer different prices for solo ads.
For example:
On a page I see: "250 clicks - $100"
then somewhere on the page a small link like: "if you want to have your own subject line" click here and the page shows:
"250 clicks - $120"
The only reasonable explanation I came up with, is that the quality of those clicks is different.
Price: $100 VS $120
Leads: "250 freebie hunters" VS "250 buyers and freebie hunters"
Purposes: List building VS selling
Do I miss something?
While we're on the topic, what in your opinion is normal (not too low not too high) price for, say 100 clicks from a buyers list?
