Well, you don't make it clear what you mean, BUT.....

Chinese CAN'T be represented in ASCII, so everything has to handle UNICODE. That means more work, and twice the resources.

Most people can't understand chinese, so handling problems is more complex.

Outside of china, is there any real demand?

I assume you're wondering why networks do not accept Chinese applicants, not why they don't accept Chinese characters when you fill out forms.

The latter is usually just because the network has their database tables set to a non-Unicode collation using an eight-bit character set.

But they don't accept Chinese applicants for an entirely different reason: they need to decide whether they will comply with Chinese law or Western law as a matter of policy, because compliance is frequently contradictory. Since they can't comply with both sets of laws, they have to choose which countries they don't care about.

China just happens to be the largest and most influential country which is such an oppressive pain in the arse to support, nobody outside their borders will do it - and nobody with any real choice in the matter will start a network inside those borders.

That's because China is the number one source of cyber fraud. If you're from China it could be a good idea to stick with your home market since it's really huge and will be growing bigger.
