How would you know if you have a penalty on your site?

    What kind of penalty?

Do you mean you've been de-indexed by Google? If that's what you're wanting to check just go to Google and do an "allinurl" search for the site.

Same question, what kind of penalty? Does the site you used tell you?

If it's a new "ish" site and you've been indexed you might have been sandboxed which could be why you're not moving up. I'm sure how another site would know that though nor why they would describe it as a severe penalty.

Could the SEO site be simply trying scare tactics to get visitors to use their service?
