Default Union Bank Debit Card and Paypal Help - Philippines

Warriors:

I have a friend of mine who has a Union Bank Debit Card with a Visa logo on it and there is funds in paypal right now as we speak. The question I have is (after transferring the funds from the paypal account to their Union Bank Account ) can they just use the Debit Card like we do here in the US or do they have to withdraw cash only.

Union Bank or Paypal charges $5 if they withdraw cash from the account......but I was thinking maybe they can save the $5 fee if they use it like a debit card and not withdraw cash. As of right now, I'm not sure who charges the $5 fee if its paypal or Union Bank

Thoughts/Opinions?
