Depends on the website and PLR articles in question...

There's a certain pack of 100K or so PLR articles that's given away for free in various places. Components of it (various topic folders), of a few hundred or thousand articles, are sometimes pulled from it and sold on their own, too. (Oh, and they're mostly garbage.)

PLR sites that individual writers run might be looking to attract new customers. If someone downloads a pack and they like it, they might go back to that site to pay for more.

Individual writers like me do it to show off their writing style and skill, for much the same reason as above.

And other people, especially those who release products about IM, do it just to get people on their email list. (I strongly suspect that's why my email account gets so much spam now. Sigh...)

yea the email SPAM is so annoying
I personally don't like sending emails unless I have good information to give.

I give out a few free articles so people can see my writing style and decide whether or not to purchase my PLR content.

Maybe because many people cannot even spell correctly, not to mention writing a good article

People also give stuff away if it is older and has been used or been around for awhile, meaning that it is already heavily used. Also, they do it for list building, traffic and just to gain the trust of the consumer.

Many places give away 1,000 so they can sell their larger packages with "premium" content. Not a bad way to try and get some new people to your list or site.

Typically it's either given away to build a email list (bad strategy) or provided as a bonus to some other product (good strategy).
