Buying a domain somebody else owns... anybody have experience?

Does anybody have experience buying a domain that somebody else owns, what is acceptable or not acceptable (ex: calling the number on the WHOIS) or the best way to go about getting a hold of the person to make an offer?

Any information would be greatly appreciated!

    Calling the number on the WHOIS is most likely the hosting provider and they aren't going to entertain you.

    Use the info (email) given in whois to make contact or if its a parked then it should have a link to make contact.
