[Suggestions Needed!!] Project Management Systems/Applications

Wondering if anyone knows of any good project management systems/applications for outsourcers? Most that I've come across through research are designed for:
(a) businesses w/employees,
or
(b) freelancers themselves.

However, in my case, I'm more of a project manager that outsources work to freelancers & pays them per project, NOT hourly(as most of the systems are set up for)...

Any recommendations would be highly appreciated!

    Well there are 2 main ways that you can find "employees" to do the work you need done, hence outsourcing.

    One way is to check freelance sites for the work you are requesting. There are many freelance sites for different types of work, but you can find jobs people are willing to do for cheap on www.fiverr.com. (I know the site looks sketchy)

    Another way you could do it is to make a hub site and virtually start your own freelance site for people to accept work from you.

    Personally, the first option is much easier for short term work, but the second option is good if you want to also make money from hiring people in the long run. The only problem would be getting targeted traffic directed to your site.
