The answer is - it depends.

It depends on how much reach you have into your market already.

Obviously you are making your product based on input from potential customers - so however you got that input is the first place to make your sales and probably the best conversion rates also (because they told you what they want and now you can just show them their solution is ready), then depending on how much research you did into your market and how you intend to put your message in front of them your conversions will vary.
For example if you already have a big list in your niche then that will probably be your best converting traffic. If you do PPC and have good ads that effectively reach your target audience then this could convert quite well, JV's should be good converting traffic too and then random advertising in relevant places after that will be the lowest converting traffic apart from organic search traffic which could be ok if you are well SEO'd and have well targeted link campaigns.

Your own list
JV's
Paid advertising
Free advertising and SEO

Most affiliates seem to look for Clickbank products that convert at least 3 -5% - budget depends on what you want - that is too broad of a question - I know it can cost $1000 for a decent product to be written then 500 for sales pages and thank you page and images might be more...
