If it's from an article directory such as EzineArticles, you are required to keep the resource boxes and any links intact so they are live on your website. If you are taking it from someone's website, that's basically stealing and isn't ethical (unless the site owner has expressed that anyone can take their content).

    Where was said article found?

If the article is from an article directory, there should be a reprint policy listed somewhere on the site. If it was found elsewhere, you will have to contact the author and request permission to reprint their content.

If you're using an article directory, then they usually require you to put the bio with active links back to the source / author. You're not allowed to change anything.

As far as other people's blog or website content, you need to personally contact them before posting their content. I would never attempt to use their content without permission...even if you're giving them credit.

One other option though is asking other website owners to write a guest article or guest post for your site. You'll get some unique content even though you'll still need to put a link back to their site.

This is my favorite option - particularly if you can trade articles with the website owner - one article from him with his bio/link for one of yours, with your bio/link - you get good content for your site, a backlink from his site, and you gain cred with the community by having his name on your site and your name on his (especially if he is a respected expert in your niche)!

Win-win situation for both of you!

Unless it is a PLR article you should really look for the rules on that particular site. Generally it is frowned upon to take articles from another site.

The "general rules" are actually very simple indeed.

If the site is an article directory, then you can take it (subject to the terms of service of the site, which will - for example - always require you to take the resource-box and links with it). That's what article directories are there for.

But don't "amend" it in any way! That would certainly be breaking the rules (unless it's specified that it's free PLR and may be re-written).

If it isn't an article directory, then assume that you can't. (Unless specified otherwise, but that would be very rare).

An "article directory" is a depository of online content which is freely available (within the TOS of each directory, of course) to be syndicated by webmasters and ezine/newsletter compilers. That's the function and purpose of article directories, and that's why authors put their articles there.
