Why is PHRASE search is larger than BROAD search?

I've noticed that some keywords have larger number in phrase search than broad search, such as:

hotel di Bandung (broad search) has 5,930,000 daily search, while "hotel di Bandung" (phrases search) has 14,100,000 daily search.

Can anyone explain why?

    It could be a language issue that google cannot resolve, or you may have your search settings set differently, either way, I need more information to determine what is going on in that case.

    Big G is whimsical.. ...
    it could be a lot of reasons why?

    Big G must be in the middle of reindexing the keywords/sites... or it must be trying to interpret the word when you are doing a broad search...

    Lets add this anamoly to the big volume of anomalies of Big G

    I would imagine it is a reporting error from Google. Typically, you'll find the BROAD search higher than a PHRASE search.
