INTERNET MARKETING

I am setting up a service and wish to pay my affiliates via paypal for their commission.

Problem i have is does this go against any laws? As when i sign up to a CPA network etc they require you to submit a tax form.

What can i state in my terms and conditions and policy to cover myself for this?

I believe in short you are not required to file a 10-99 on an affiliate until they earn something like more than $500 in a year. I'm not an attorney, don't go by my vague recollection, but do act like a real business and report as required.
