One Out of Many Ways to Earn Money Online and Offline

Did some research and found out that there are approximately 10 to 12 cities around the world which are in dire need of plumbers who can be available during times people really need them. My research shows there are 5000 relevant Google searches per month, per city. I mean I for one wouldn't want to phone up a dozen or so plumbers just to be told they're fully booked this week and can accommodate my needs by next week. I mean c'mon: The crap that can't be flushed here can't wait 'til next week, right? So: What are your ideas to provide them with the solutions they need, both offline and online, if you ain't no plumber and don't know the difference between a wrench and a pair of pliers?
I for one would find all the plumbers in those cities. I'd then compile a list of their contact numbers and service hours. I'd then phone them up and tell them I'll be including their names in a website which I'd be developing that's targeted locally. That means 10 to 12 websites each targeting those 10 to 12 cities. I'd tell them they'll have their own accounts to log into the website and plot their availabilities...
I'd also tell them interested customers can also go to the website and book their availaibilities. As soon as customers book a date and time slot with multiple plumbers available during the date and time slot, I'd tell them the plumber with the best expertise in terms of relevant work experience and the best rates will be automatically awarded the booking. I'd then tell them I researched about the best rates and arrived at the best fixed hourly rate to offer...
I'd then say I spiked up this hourly rate by $5/hour so I can earn from each booking. I'd then tell them to log into their accounts and update their profile pages, including the PayPal ID text field. I'd tell them customers pay right after they make successful bookings confirmed by the plumber awarded the booking. If the plumber doesn't confirm in the next 4 hours: The booking is automatically awarded to the next plumber with the best expertise and the best rates. The $5 goes directly to my PayPal account, and the rest goes to their PayPal account...
So I earn $5 per hourly booking, and there are approximately 5000 relevant searches per month x 10 to 12 cities = 50K to 60K searches per month, for all 10 to 12 cities, which would be, at a 2% conversion rate and an average of 4 hours per booking: $5/hourly booking x 4 hours = $20 x 1000 to 1200 possible conversions = $20000 to $24000/month income for me...
It's easier to rank Web pages in Google that are targeting localized search terms. I'd also use PPC, PPV and FB advertising for this...
I'll also develop offline promotional materials and campaigns for these websites, such as radio, TV and print ads...
I'll list my websites in local online and offline classified ad networks for each city...
I'll pay excellent local plumbers to each develop a DIY ebook guide for fixing home and office plumbing-related problems. I'd pay excellent local editors to provide editorial services to improve the readability of each ebook. One ebook in the native language per city. 10 to 12 ebooks. I'll then hire excellent local copywriters to develop sales pages for each ebook, in the native language of each city. I'll then hire local visual communications and graphics designer specialists to improve the overall look and feel of my websites, banners, ebooks and sales pages...
I'll post this as a $27 digital info product on each of my websites. Customers who make bookings need to sign up to my mailing list to make bookings and purchase the digital info product. Those who don't sign up can't make bookings nor purchase the ebook at $27, though they can buy it at $47...
Now apply this model to other services needed by people as solutions to their most immediate needs and most urgent problems, things they can't solve nor satisfy on their own. Here are some examples:
