Building a large, LOCAL fanbase on facebook - how?

I have a need to build a fairly large, but local fan base for a facebook business fan page.

I don't need fans outside of the local 30 mile radius around the business' home city, nor do I need to pay for "generic" / fiverr-style likes. I need truly targeted fans that have an interest in the business/fan page. I don't need/expect 20,000, but a few thousand over the next month or two would be great.

I've paid for fb ads to send traffic to trivia contests, with little success. Terrible CTR.

I've put the fb social plugin widget on a series of (+-15) medium traffic (2-3K/month), related sites owned by the business, with only slow fan growth resulting.

What can be done to grow a legitimate, local fan base on the order of 100's/week?

Build accounts with people that have their hometown set as your targeted city? Then invite all their friends as 50% of the will probably be from that town too.

  What are you referring to when you say "build accounts"? Do you mean more fan pages, or fb accounts?
  
  How would you target fb users from certain home towns? I'm not familiar with a way to do that.

Facebook accounts. I'm not too much into FB marketing, but I do use Facebook to chat with buddies and girls a few times a day, but other than that, I don't do a whole lot. I see the best way to profit is PPC, but I don't have a credit card, so I am unable to test my skills in that sector.
Just take a local attraction or restaurant (not a franchise obviously). Here's one near me, it's a little village, that attracts thousands for the beach. Turkey Point | Facebook
So it's something significant. Go into the people who liked it. Like look at the status updates, view the profiles that commented and "liked" the status. Then scrape all their friends with your software, add to an account, and mass invite. Easy.

  I was hoping to see how to encourage people to like the fan page on their own because they had interest, without issuing invitations.
  
  Building "local" fans on facebook has always eluded me and I hope to change that.
