How to kick-start a website with traffic?

So I bought a potentially brilliant website from a friend the other day. At one point it had hundreds of returning visitors every day, however he had some server issues and lost a lot of the returning visitors and never managed to give it another kick-start.

It's a flash based chat room system that mainly caters to two types of people, the ones who stumble across the website and want to talk to others, and the webmasters.

The ones who want to talk to others (mainly because they are bored) will just hit "Chat Now" and they will be taken to the "Lobby" room with the others, and the webmasters will want there own chat room on there website, which we provide them with.

Question is, how do I kick start such a website, get people talking on the "Chat Now" section so people don't come in, see it's empty and leave? I can see PPC, SEO etc failing in that respect as it brings in slow traffic...I need a massive boost to start it up if you understand what I mean.

    Daniel, you might want to try blogging for traffic using the strategy outlined in my free video (link in my sig). Also, you might want to try a press release. I'm not an expert on those, but in some cases they can be just the boost a site needs.

    oh yea, and you can try a paid stumbleupon campaign. unlike search engine ppc, stumbleupon ppv has residual effects long after the campaign has ended due to stumbleupon being social media.
