Best way to move wordpress blog to a new server?

Does anybody have a site that offers step by step directions moving a wordpress blog to a new server? I had the directions (with screencaps) at one time but I lost them in a hard drive crash.

I need the directions to include the settings needed in phpMyAdmin while exporting the database. I need to export the wp blog and the mysql database with all plugins intact.

I found some sites in a google search that I will try if nobody has any other suggestions.

      I also know an excellent provider who will move WP blogs for you for just $10. She moved a bunch of mine a few months ago when I was consolidating hosting. She's quick, reliable and really knows her stuff. She was originally recommended to me by another Warrior. If you would like her contact information, just PM me.
