You can easily find partners on this forum.

If it's a good idea and you can show there buyers out there, it won't be difficult to offer a programmer a % to work on this for you.

My suggestion though, would be to do V1 with a programmer for a split of the profits, then use the money you make to outsource for V2.

That way you are building a long term business.
