do you need hosting for redirecting a website? or do you just have to have it registered on godaddy.

No; you don't need hosting. You can redirect the domain-name from the registrar (even if it's GoDaddy!).

You need hosting for having a website not for redirecting it

Anyways, if you were asking to redirect domains, you can do so in your Godaddy domain manager, redirecting a website is completely different thing (may be if you want to redirect specific web pages then you need to use 301 redirects)

    Hope to have helped.

    Cheers

Check within your domain control panel. Depending on how
they structured their platform, it should be straightforward. So,
look around and mess with their panel for a bit until you get it.
