How does Google +1 decide your "friends"?

This has baffled me a bit.

When you "like" on Facebook, it appears to your Facebook network. Same with sharing on Twitter.

But when I click "+1" on a search result or article, who sees this? Is it based on people I have emailed in the past using Gmail? Who are the "friends" that Google claims I am sharing with?

I have installed the +1 button on articles on my site, but unsure how effective it is yet in influencing searchers.

This is really only a guess, but whenever I see things on Google about friends, it's almost always Gmail contacts, and occassionally I'll see things from Twitter buddies - of course I'm not entirely sure how they got Twitter involved.

Probably just your gmail contacts, or contacts from other google services - or maybe other people who like the same sites as you.
