searches verses my views do not equal ? Help please

I have a article that is at #5 position on the first page of google.

The google keyword tool says there are 40000 global searches and 20000 local searches.

since febuary 2010 my (ezine articles) article has been viewed 258 times.

I found some information that says the #5 position should get 4% of the searches.

I should be getting a lot more searches, I calculated from the above information that I should be getting 1600 per month global searches and 800 per month local searches.

I do not understand how my searches are so low.

Has anyone else run into this situation , or can explain what is going on.

    ya according to statistics around 40% of the searchers click on the first resultant page
