Selling websites to local businesses

Has anyone ever done this? I heard from someone that they'll create a website (ex: car repair) and get it to the top of Google for a certain state/town/etc, and then call around to other car places and offer them the site, and say how it gets x amount of views a month and that could result in x amount of extra sales per month. Has anyone ever done this? What's your experience with it? Thanks!

Edit - In case that wasn't clear, get a website like bestdoctorincalifornia.com and get it to page 1 of Google, then sell that to doctors office in CA for $$.

    Yes, it's a well known method and it works if you do it right.
