Can Code Comments Build Backlinks?

This is a technical internet marketing question that has to do with link building. If you embed a URL into the comments of a HTML, PHP or similar type page, will the search engines see this as a link back to your site, thus gaining another backlink?

Nope. It needs to be clickable.
Also related, hidden text and hidden urls is not something you want to be doing when backlinking.

Inserting a URL on a page as a plain text does not count. For it to count, it has to point to the URL using a keyword. This adds relevancy to the link.
