I have a question about doing a Google search

I have noticed many posts here and elsewhere that say when you do a Google search to check for exact match competition that you should use "quotes" around your keyword. Many people say look for low competition such as under 25k results or under 15k. However if you do a search that comes up under 25k then look deeper by going to the last page listed you will almost always run out of pages at well under 100. Does this mean that the exact match isn't accurate?

For example doing a simple search for "best floor mops" actually shows only 15,800 results but if you go to the bottom of the Google page and click on page 10 it actually stops at page 6 and shows

at the bottom of the page. Even if you take the results that were omitted it only goes to page 8 and totals out at 74.

Does this mean there are only actually 51 (or even 74) exact matches to compete against? It's confusing and honestly kinda misleading as well.
