Editing the Paypal Page?

I am curious to how you change the look of the Paypal Secure Payment page?

I've seen variations of the page after clicking on Buy Now Paypal buttons.

For example on my current PayPal pages, you have to find a small link to display the pay by credit card fields.

Some pages I go to, automatically display those fields.

Can someone point me in the right direction to get this done or is it impossible and I am making this up?

    Paypal seems to go to the default pay by paypal screen (option credit
    cards) if you're already a member, but if you clear your cookies it often
    goes to pay by credit card (option paypal account).
