Do Xoom.com charges recipients?

Hi! I have been receiving payments via PayPal but my client wants to try this time sending via Xoom.com to see which is more cost effective. I went to their website but it is not clearly stated there that apart from the charge to sender when sending money, if they are going to charge as well recipients upon claiming the money. I wanted to find out if is it like Paypal that they charge senders when sending and at the same time recipients when it will go successfully to recipient's account? And if they do may I know how much they usually charge?

Need help because I explored their website but its features are not clear. I am in the Philippines by the way, hoping to get some tips from fellow warriors who have experienced sending and/ or receiving payments over Xoom.com. Thank you so much.
