Is it too early to set up a dispute

I recently bought a link building package on the WFH section. The report was supposed to be delivered on Monday (A week ago tomorrow) and I've heard nothing since. I've sent multiple emails and PM's and no reply.

How long should I wait before I make a Paypal Dispute?

And look inside your spam folder. Something like that happened to me some time ago and finally I found all the reports in the spam folder.

You waited longer than I would without communication. I would have given him 2 days- 3 at the most.

Unfortunately PayPal will not let you start or open a dispute until 14 days after the transaction.

For the record, don't plan on winning a dispute if the seller doesn't agree to it. As soon as one of you says "service", the buyer is out of luck.

It's great as protection when you're on the service provider end and dealing with an unreasonable customer, but it sucks if you're the buyer and the provider disappears.

If it's someone you hired here, you should put a note in their ad and report the non-delivery to the Help Desk.

This is very true! Works out well when you're the seller, but not so much as a buyer.

One week without communication is too long though, I would definitely have filed a dispute by now if I wasn't getting replies to my emails and PMs.

Untrue. People do disputes as early as 5 minutes after a sale

is not too "early", is reaaally late, try to explain every detail to Paypal, as a customer and if you have proof Paypal will always help you

You've waiting 6 days and nothing. I would start a dispute in your instance.
