I have been through Facebooks Rules for contests and promotions and I am confused

I found this statement on Facebook's Policies
  • Promotions Guidelines: These guidelines outline the policies that apply if you have obtained written pre-approval from us to offer contests, sweepstakes, and other types of promotions on Facebook.
I took that to mean that you might want to get their pre-approval but I could not find anywhere that you had to do so. Yet what Promotion guidelines apply if you don't get their permission first?

I read through their guidelines and that promotions policy and I could not see anywhere that I had to get their permission to offer a contest and I am not seeing anything on this Forum.

I see one member successfully ran a sweepstakes and does not seem to have had a problem.

But in my searching for an answer about how best to organize a FB Sweepstakes I saw a post on a blog that said FB was now requiring you to get approval before running a contest and had some requirement that you advertise on FB in conjunction with that contest.

So I am hoping that someone here can shed some more light on the subject.

Thanks for being here, at least I have somewhere to come and pose a question.
