Which can be the Best SEO Method?

I'm starting a wordpress blog on recipes. The following will be the URL structure:
Home > Recipes > Chinese > Non Veg > (exact recipe page)
Now, the url will look like as follows:
http: // example .com /recipes/chinese/nonveg/chinese-hakka-noddles.html
What I've learn from Bing blog was: 'The robot loves when a web-page is arranged in a neat navigation structure'.
But recently in some SEO talks I came to know the Google / other engines love simple url structure. That is:
http: // example .com/chinese-hakka-noddles.html
"The more close is your web-page to the root-domain, the more value search engines give to that web-page." -- i read somewhere related to SEO.
I'm confused as which of the above 2 SEO Method is more suitable for search engine rankings?
Which one you prefer for your site? why? Have you compared the rankings for the two URL structures?
