Can a website be submitted to directories unfinished and amended/re-submitted after a while?

Yes and no... if your website is just a blank page, don't bother submitting it, but if it is a work in progress and you already have some good content up, you can submit and will probably be approved. Of course you can always change your site and add content later-- otherwise blogs would never get accepted to any directories!

It would depend on the type of directory you are submitting to, for example any directory that doesn't have some form of human moderation and simply accepts sites onto their directory will index your website regardless of how complete it is.

However if you are looking to be added to directories such as DMOZ and Yahoo then your site will need to be of real value and also be the finished version before being submitted. This ensures the integrity of those particular directories and that's why search engines favour websites that are accepted onto those directories purely due the human component of moderating.

You can at anytime amend the site after you submit it, for obvious reasons don't change the site too drastically from what was originally submitted. To be on the safe side wait until the site is accepted by the directory before making any major changes, if the amendments are minor in nature then you should be fine. Like Warrior Ben stated above, if you are adding a blog post or something of that ilk then there is no problem in doing that.

Depends on the directory to which you submitting, some directories allow the post editing and some do not..
