Hi,
Currently i have a squeeze page Advanced Weight Loss Formula - Lose 9 Pounds Every 11 Days With This Ultimate Weight Loss Formula
but the opt-in rate is real low which stand only at 4.01% and lower
I have received 500 + visitor so far but i have only received 10 opt-in in total

Is there some service that will help to create low conversation squeeze page at a low rate?
I'm a student and i cant offer rate that is too high.

By "low conversation" do you mean high conversion? Conversions depend on the quality of your squeeze page layout and the copy, not what service or program you use to create it.

One easy program I've used before is Squeeze Buzz. Another one is Instant Squeeze Page Generator. They're both free.

Well, I'm referring conversation that the visitor opt-in to my website to capture their leads. I'm focusing in capture their leads rather then selling them stuff

Yes, I know what you mean, and the word is "conversion", not conversation. You need three things: targeted traffic, a good incentive to opt-in, and good copy. If you're not doing well on either one of those, then you're not going to have good conversion rates.
