what will happend if I don't?

Hey there, recently I got a chargeback from a customer (paypal). The thing is before I could refund, Paypal transfered my balance to my bank a/c automatically the next day.

So the present scene is I can't refund the payment as I don't have any balance in my PP A/C and regarding the credit card it has expired and will need some time for renewal.

What will happen If I don't resolve or refund the payment within the 7 days period as suggested by PP?

You should be able to transfer the money back to your Paypal, which should only take 2-3 days. Then as soon as it's in your account issue the refund.

Has your customer filed a dispute or has he simply asked you for a refund? If he just asked you could explain to him it will take X amount of days for your bank to process the refund. Or something like that...just so he's no waiting wondering what's going on.

A chargeback won't kill you but it doesn't look good on your record. Sometimes there's no way around them, especially with less-than-honest customers.

it won't kill me, I understand but why would PP pay for my chargeback since I am not the one who is in the position to refund the customer?

Not sure I follow you on that? If this is your product and you were the one who received the payment, you are exactly the one who is in the position of owing the refund. How you have your finances set up isn't even part of that issue, even though it has become an inconvenience to you.

Paypal wont pay for your chargeback since they already had issues regarding this matter.
Its better you transfer funds from your bank a/c to PP and then you can pay him/her .

PP has already put a hold on the $19 I received from the customer. Do I need to pay $19 to customer on the top of what paypal is holding, why should paypal get to keep that $19, while I pay from my pocket?

PayPal will release the hold once the matter is resolved. If you fight it and win, PayPal will release the hold and you will get to keep the $19. If you refund the $19, PayPal will release the hold and you will only be out the $19 you refunded.

Right. They do this whenever I get chargebacks, too, but I just go in and refund and the hold disappears immediately. I can't imagine that PayPal India would do it any differently.
