Same or different ads across website sections

I am making a website that has several categories - tech, relationships, work, etc, etc.

Does it make sense to have specific ads targeting the specific categories, or have the same ads across the whole website?

I am using "Widget Logic" WP Plugin, and having the ads as <iframe> or HTML inside the TEXT widget, then specifying which pages which ads appear on.

But it is VERY time consuming, so am wondering, is it worth it, or not?

The reason for this, is when I go to "love" or "relationship" websites, and they have ads about servers and hosting, I am thinking, that's not very good visitor targeting, if I am looking for advice on love, why would I click of a server ad?

    you have already answered your question. use banners targeted for each category. Not sure about the widget logic plugin. However you can create a unique template for all posts in a specific category. This way all posts within a category have the same template/ads. You create the template once and all posts current and future automatically get the targeted ad.
