Google Place Page creation

Hope someone can educate me on this: Is there is a legit way to create a Google Place page for a website in an city if you aren't there? (I've searched the threads and haven't found a post on this) e.g if your site is "BaltimoreNightlife.Org" (that's not mine, btw) and you are in Boston, how can you get a Place page for that site? Thanks any help is greatly appreciated.

    Whether you live in the town or not, the main issue is providing a verifiable business street address in the city. UPS Store style PO Boxes worked last I heard, there are circumstances when you get phone verification in that case you might? adopt a vacant address, in some communities you can but a vacant lot for a couple hundred dollars.

      I do this with private mail box rentals. I rent for the shortest time possibe and then turn in the key. I now have an address in that city. Many times Big G wants to confirm the address and will send a postcard to verfi the address.
