How can I duplicate the Wordpress.com homepage?

I'm building a niche blogging community, and want to be able to promote individual posts on the homepage of the network, like wordpress.com does.

Is the a Wordpress plugin that will list all posts in the entire network, then allow me to choose specific posts to feature on the network homepage?

I've been searching for about an hour for this, but apparently can't find the words to use to describe what I'm looking for.

    You can use one of the numerous 'featured' post plug-ins such as Yet Another Featured Posts Plugin (YAFPP).

    When you install the code on the homepage to pull the featured posts remove the code that pulls normal posts. Then your homepage will only display featured posts.

    YAFPP, along with all the other plugins I've tried, only allow you to feature posts on your site. I'm running a network, and want to be able to feature posts from sites on the network on the homepage.
