I have an eBook with a standard sales page, and I would like to promote it by using Adwords. I've heard it's very hard to comply with Google's Terms of service.

Is a website with just a sales page something that they frown upon? There are no affiliate links. I own 100% of the content.

I know when using Adwords, you need a Terms of Use page as well as a Privacy Policy page. What kind of content do I include in those when they are for a sales page?

Also, I made this thread earlier and it got deleted. I have no idea why this would be deleted. Let me know if this is in violation of WF terms in any way.

As long as your sales page is not making any unrealistic claims (like get rich overnight), you should be ok.

As far as what content to include in your ads, just do a Google search and see what your competitors are doing and use slight variation of that.

I've found that the cheapest way to post ads using adwords is to use image ads but they'll require an approval by Google before you're allowed to post the ads.

Terms of Use page as well as a Privacy Policy page.

These are pretty basic, look for examples online. They even have ones that will generate it automatically by typing in certain fields pertaining to your business.

It may have got deleted because there's an adwords/adsense section of the forum...

Anyway, Privacy Policy is key, you also need a contact us link with an address an email and phone number.

You should consider starting with a 2nd tier PPC platform (7search), the clicks will be way cheaper and you can figure out what keywords are converting before you bring it to the big leagues and pay big money for clicks...

This one will likely get deleted as well in that case.

You don't know what you did wrong but you did it again anyway?

Unfortunately that is what will get you banned from Adwords before you even start.

If you want any chance of this to work then spend some time reading and understanding the basic guidelines.
