Anyone else had problems with iContact deliverability?

I am trying to figure out if my problem is icontact, or something else. When I sign up on my website my confirmation email doesn't go through most of the tiem. Sometimes it does, but most of the time it never shows up. But on icontact it shows as a contact (who hasn't confirmed yet). Does anyone know what the problem may be?
For the last 10 tests, it hasn't worked for any email I put in on my sign up form on my website. But I contacted icontact's live chat and the support person and the senior representative both got the confirmation message when they signed up on my page. Then I went to hostgator support and I told them that it seems that hotmail and yahoo were having problems, so maybe it's just that I need a dedicated IP (because my IP is blacklisted on apews.org, I was guessing because I have a shared IP). So the hostgator support signed up on my sign up form and received the confirmation message.
so far 4 people have signed up and only 2 have confirmed, so I am wondering if the two who haven't confirmed never got the confirmation email (like all of my tests).
Does anyone have any idea what's going on here? Thanks for ay help!
