You can submit it as many times as you want, as frequently as you want - If it's duplicate content it will have no value and not get accepted.

  This is misinformation. :rolleyes:
  
  It won't be "duplicate content". Duplicate content means multiple copies of the same text-file within one domain.
  
  The OP is referring to "syndicated content", and the answer is that he can submit the same article to as many article directories as he wishes, without changing it in any way, because article directories don't require previously unpublished content.
