Looking for a WP theme like peopleofwalmart

Hello warriors,

I got an idea for a site, sort of similar to what peopleofwalmart.com does (except the theme would be completely different) and I'd like to get started with it. But I need a wordpress theme for it first.

Anyone knows of such a theme? Or what theme peopleofwalmart.com uses? Basically I want all of the functionality their site has - navigation lay out, ability for people to submit pics, comment etc.

If there is a base theme that would need to be customized (or if it has to be done basically from scratch) any idea on how much it'd cost to do that?
