Is it "legal" to display more than 3 lots of Google Ads? Yes. The Police won't turn up on your doorstep and arrest you!

Is it against their terms of service? Yes. If you display more than three lots of Google Ads you will have your account banned.

Are those Google ads? No. I imagine the terms of service for contextweb are different from those of Google.

I though that a maximum of 3 ad blocks will show up, regardless of how many Google Adsense ad blocks you put on a page.

I won't risk it so I'll just follow the TOS.

I think maximum is 3. So for you to make your website safe why not post 2 only. You can also search other forum thread about that. Hope this helps.

If you inspect his page source you will discover he is probably violating even more Adsense TOS. You will not find a single Google Adsense block listed in the page source. I don't really feel like trying to go through the code to see how he's doing it, but you can be pretty sure when the first manual review of the site happens it will result in either a warning or an immediate ban.

You are right, I missed what you indicated about ContextWeb, but when I look at his page and all the ads are displaying "Ad Choices" in the corner, a Google Trademark it indicates to me it not displaying ContextWeb ads.

I do see the ContextWeb setup now, which explains why the Google Adsense code is missing...but here is how I understand ContextWeb as taken from their site:

Maximize Your Revenue & Limit Your Risk: If advertisers on the CONTEXTWEB Ad Exchange do not beat your current eCPM from your other ad networks, it will automatically be sent to your backup ad networks like Google AdSense. This guarantees that you'll always make more money and never less when you work with CONTEXTWEB.

Which then puts you right back into violation of Google Adsense TOS since it is going to "your" backup ad network.

Google will only display 3. If you use more than 3, the additional ones don't display. I only see two Google ads on this guy's site along with other ads.

Acoording to Google TOS, maximum of 3 ad blocks are permitted... but that doesn't mean you can't show ads from other networks if you want... it's just a question how smart is that...

I believe we will all see different things dependent on geotargeting. I'm in the Philippines, so therefor all of the ad blocks filled with Adsense. For Suzanne it filled with other ads. That is the nature of ContextWeb.

The problem is with so many ad blocks defined some people will be seeing more than 3 Adsense ad blocks which technically violates Google's TOS. I don't really care, but if it were my website and I did not understand that could happen with ContextWeb and I woke up a few weeks later and had my Adsense account banned I might be a bit upset.

I understand trying to monetize a website but come on Ad Overload is just obnoxious. It's just a total turnoff. Who thinks that that's a good idea?

That website does use AdSense and yes he displays 4 ads. Just give it a few weeks and he will be banned.
