competitor has 3 ads showing up

I have a competitor in PPC/bing that is showing their ads 2-3 times using different accounts and slightly different domains (but same guy) for several of the keywords Im targeting.

I dont know why anyone would want to compete with their own ads. I dont see how this can possibly be working out for him. But stranger things have happened.

Should I report him?

You can report him as it's against Googles terms and conditions (not sure about Bing but would presume so also). If it's clearly the same site and product with just a different domain then it's likely Google would frown upon it and just haven't caught on yet.

The reason your competitor is doing it is to simply get more traffic and it's probably working. He's not really competing with himself but simply capturing more of the traffic that is searching.

This used to be a bit of a ninja strategy but Google publicly say they don't like this now as it obviously ruins the searcher experience.

You can report him if you like but Google/Bing will likely cotton on eventually. It depends how rough you want to play

If someone has gone to so much trouble those keywords
clearly are making him a lot of money.

Do they convert for you? If so launch a massive SEO campaign
and take them out organically quickly!

He is trying to get as all traffic from search engines so putting his ad everywhere. Its totally against Google TOC but if all URLs are from different domains google will not do anything.
