Who knows what Wordpress plugin this is?

That's a "Revolution" Theme.

That's not a plugin, it's the theme. It appears to be an older version of the revolution magazine theme. You can see the newer revolution themes at Revolution Two Professional WordPress Themes

They're great. I'm a big fan.
