I use Artisteer: Artisteer - web design software and joomla template maker -- It's point and click building and you can customize EVERYTHING. You can save your templates, so cloning would be a breeze. If you use Office 2010, you shouldn't have any problems with the interface at all. Even if you don't, it's pretty straightforward.

You can export the templates in several formats including, WordPress, HTML, Joomla, Drupal, etc. It's pretty cheap too. You can get the basic version which should serve you needs for just under 50 bucks. You can also try it out for free. Hope this helps!

There's a blue billion of them out there. I usually stick to the codex. Then if the codex discusses something I don't understand, I'll look further into that specific thing...it's never happened.

I use artisteer to create custom themes, but it doesn't clone a whole site with all its plugins and settings and legal pages - which it sounds like the OP is asking for. For that, I use WPTwin - works great on most hosting services but not all.

For managing and cloning websites I use WordPress Multiple Blogs Manager – ManageWP.com

I love it and can't live without it now.
