What do you guys do to get noticed? For all the people who want to find the right type/trageted audience?

Good testimonials and make people to spread the word. Giving out for example an award for referring new users and having a prize for sign-up or what ever you're trying to achieve.

If you see a bunch of shirts: 9 white shirts and 1 red shirt, you will notice the red shirt. The same analogy can be used with people. The key to get noticed is by being different from others.

  I try to ad more information in my comments. I find this ads to the value and gets them approved more. Plus if your comments are that good some bloggers might ask you to write a guest post.

Grow a large network of friends. Engage in forums, do blog posts, write informative comments on related blogs or social media platforms.

Blog commenting is good too. But you need to post "good comments" so that the owner of the blog would approve your comment. Do not just post comments regarding your site something like a reply to his/her blog.
