Just decide what your download page's url is going to be...

    for example YourDomain.com/DownDirectory/DownloadFileName
unless the link is generated by a script, in which case your
script needs to talk back and forth to Paypal anyway, and
you may need help setting it up, testing it, etc.

Doesn't really matter which way you do it. You can specify the download link before you actually create it.

Mind you, I really wouldn't recommend having your download link as a static/unprotected page as you run the risk of people downloading your product for free.

I would suggest using software to protect your downloads or using a service like Nanacast, DigiResults etc.

I'm pretty sure you can change it any time, so even if your site wasn't ready you could just put an arbitrary page and change it when it goes live...

I first create the page. People can use composer, but I use nvo. Then I add the HTML code for the pay pal [BUY] button and make sure it is working for me. Then the page goes live on my site and we start creating a campaign. Finally, I start to advertise my new page.
