Download one free gift each day

Hi,

I need to set up a website where users can download one free gift each day and I'm wondering if anybody can give me some tips or ideas on CMSs or scripts that enable me to do this. Possibly a membership script that allows Amazon S3 downloads and can accept submissions from publishers who want to give reports, ebooks or other content they own for marketing purposes.

Any ideas?
