I Am Looking For An Ad Rotator Wp-Plugin That Users Can Load Their Banners!

I am looking for a wordpress adrotator plugin that when used on my blog, it will have a user interface where users can choose the ad type they wish to pay for and upload their banner by themselves (e.g. if they choose say an ad type that appears under the header, they will pay a certain fee for say 7 days or a different amount if they want it to run for 3 days).
from the admin panel I will be able to setup the different ad blocks and assign prices to them so the users will be able to see the different ad types and their prices. All they will have to do is select what theywan, pay for and submit.
Is there any plugin that can do this in the market?
