Best Tactic for Press Releases? Sites?

I know how to write a press release, but was not sure about when is the best time to send one out. Maybe some of you guys have worked with them and could recommend me some good sites to use for press release submission as well.

Should I be sending the press release just before the update or on the same day?

I'm working with mobile applications.

    There's no set answer - it all depends on your niche.

    If I said "when is the best time to tell people that a good education is important?" you would think asking what day is best was crazy.

    I've better results from a free press release on a Sunday night than when paying $1000 and releasing on Thursday, but there are so many factors I would never put it down to the day without a lot of testing.
