How to create a web 2.0 community?

I think that the creation of a community (of interest, or of a broader plan - known as a social networking sites) is much more important and difficult task than attracting traffic. This is not just a loyal audience. This requires specific strategies and skills. Because the location of interesting articles, contests, social networking groups (on FB, TW), inviting your friends (100-1000 people), the transition of the advertisements - almost does not work!!! It works well for an already running project and brands that people are drawn to themselves.

Please write here your opinion and methods for creating an active community on the web 2.0 website.

What I think:

1. It is necessary to improve the service itself (web site). You must create mechanisms (if possible) for maximum convenience and efficiency of communication, because people need to 1. get the answer to their question 2. Present their ideas. The process of communication and content creation (this is not the same thing) should be bilateral. This will get more conversions (registrations on the web service) because there will be an element of "party"

2. Drive traffic to the site. If the process of engaging the audience in a "party" is clear, then method of driveing traffic for the user - generated content website - is not clear.
