    go to the classifieds section or help needed section of the WF and browse around you may find someone who can help out wish i could help out myself but i've yet to learn php and the other base codes necessary to code plugins

    Yeah, all the freelancing marketplaces people have mentioned above are great places to find people who create WP plugins

    Just make sure they have good ratings on similar jobs, and that they fully understand your project needs to have a successful project. Otherwise things can go terribly wrong!
